Finance Manager / CFO
Salary: $212,835.96 to $258,703.80

Are you a strategic finance professional ready to lead with vision and integrity? The Palmdale Water District is seeking a seasoned Finance Manager/Chief Financial Officer (CFO) to oversee the financial operations of one of California’s most innovative water agencies.

In this key executive role, you will provide strategic oversight for accounting, budgeting, payroll, purchasing, debt management, and financial reporting while leading a dedicated team. Reporting directly to the General Manager/CEO, you’ll play a pivotal role in organizational planning, policy development, and interdepartmental coordination. This is an exciting opportunity to shape financial strategy and support the District’s long-term sustainability and service excellence.

Key Responsibilities:

• Lead all functions of the Finance Department, including compliance with GAAP, GASB, and local/state laws
• Manage short- and long-term financial planning, debt issuance, and investment strategies
• Oversee preparation and administration of the District-wide annual budget
• Serve as Treasurer and Auditor/Controller for Joint Powers Authorities
• Supervise and develop departmental staff
• Represent the District in key external partnerships and negotiations

Ideal Candidate:

• 10+ years of progressively responsible financial management experience, with 5+ years in a leadership role
• Bachelor’s degree in finance, accounting, public/business administration, or a related field (Master’s or CPA preferred)
• Strong working knowledge of public sector financial systems, debt issuance, and policy development
• An adaptive leader with excellent communication, collaboration, and problem-solving skills
